There are some arguably legitimate reasons to disallow certain persons from legally owning a firearm, but there are zero ways to actually prevent it. The legislators that send such laws up for signature would likely be shocked to learn how many persons whom they've decided can't legally own a gun have one anyway.

Felons are also routinely denied licenses for such things as are considered 'hazardous' like pest control chemicals, etc.
