Call the MDSP licensing division at (410) 799-0191, ask them to mail you the appropiate form (I don't remember the number) to become a gun collector, wait a week, form arrives in the mail.
Fill out form, BE SURE TO WRITE IN FOR MODERN AND ANTIQUE FIREARMS (dont' ask me why I know) and get it notarized, fax a copy into the MDSP barracks in Jessup and if it's not to far out of the way deliver the original in person within a week or so. Or mail in the original it's out of the way to go to the police barracks (or you don't like them).
In about 2-3 weeks you'll get an approval in the mail from MDSP with pertinent paperwork.

Yes, filling out the form for collector status will allow you to buy more than one handgun per month. Basically, if you are qualified to legally buy a gun you will get the approval. In addition to getting the form from the state police, many gunshops will have them if you ask.
Incidentally, you can already buy more than one a month. MD's one handgun a month law has a couple "loopholes". You can buy two at a time so long as you buy them in the same transaction. Then, you have to wait two months instead of one month before you can buy again. Also, anything that qualifies as antique under federal law is not considered a firearm in MD for purchase (for purchase only, do not try to buy a blackpowder gun and carry it- once you own it the gun is now a gun and falls under MD's restrictive carry and transport laws). So, that means if you are into blackpowder or cartridge firearms made prior to 1896 (or is it 1898) you can buy as many as you want as often as you wish.
Personally, I refuse to get the collector status. It has helped keep me from spending much more on guns than I probably could have afforded comfortably (a few years ago I was adding guns pretty fast).

sounds good, I will stop by one of the local gun shops and see if they have the form. i am sure this is going to cost me a lot in guns but it lets me buy some of the guns I want from SOG in pairs with a discount. i then have 2 working guns, or one to keep and one for parts. i find parts on mil-surp guns are hard to find or expensive sometimes.

There is no one gun a month in Maryland, by law you can only purchase one regulated weapon (handguns, assault rifles, NFA firearms) every 30 days, unless you are a collector, dealer, etc. If it's not a regulated weapon you can buy them as often as you want in any quantity you can afford.

If that is all you want, you don't necessarily need the collector's license (depending upon how often you want to do it). You can buy 2 handguns at a time in MD under current law as long as it is part of the same transaction. The drawback is that instead of a one month wait before you can buy again, they add the wait for both guns and now you must wait two months before buying again. It would work for your stated purpose though, assuming you found local gun shops willing to do the transfer (I'm not sure if finding an FFL for the transfer would be harder in this situation than for transferring a single gun).
You may also want to keep in mind that the "one gun a month law" in MD only applies to modern handguns and other "restricted" guns (like anything defined as an assault rifle under MD law). If you are into rifles, antique (under federal law- I can't remember if that's pre-1896 or pre-1898) cartridge arms, and antique or replica blackpowder, you can already buy as many and as often as you want.
