colorado elk license/tag questions

got my license/tag in the mail. it says "License Expires 03/31/2016"
but it's for 2nd rifle season, which is just 10/17/15-10/25/15

what is it that expires in march? or why would they not make it coterminus with the season?

All nonresident big game licenses purchased automatically include an annual fishing license, so bring your fishing rod when you're hunting...

The annual fishing licenses run from April 1 through March 31.

Very similar to here in Wisconsin where all hunting/fishing licenses expire the end of March, regardless of season dates.

It might also include small game/upland hunting. In several states the hunting license ran until March and included all small/upland seasons.
