I've been looking for a NIB Colt Detective Special for a while now and I've noticed what appear to be some irregularities in some of the Bluing of even the NIB items. Does anyone know what I'm talking about?

IN the pics I've seen of some different dick specials the bluing looks like it is darker and then lighter in areas. Is this just poor photography or are some years of Colt blue finishes better than others, or what?

It's the photographs.
There is a slight color difference on the Colt Cobra and Agent, but this is because they have aluminum frames, and it's tough to get the blued finish on the steel parts to match an aluminum anodized frame.

Colt was always known for their high quality polishing and bluing.

Digital photographs will have quite a bit of reflections on the blue usually due to the oil shean or just the unevenness of the lighting. Taking pics in a light box or other difused light source will reduce the effect.
