OK, I'm planning a road trip to attend Ron Paul's Campaign for Liberty Rally in Minneapolis Minnesota on September 1st and 2nd.

According to the Minnesota Department of Public Safety website CCL is legal and they recognize licenses from these 15 states:

Alaska
Arkansas
Kansas
Kentucky
Louisiana
Michigan
Missouri
New Mexico
Nevada
Ohio
Oklahoma
Tennessee
Texas
Utah
Wyoming

The Republican National Convention is only 12 miles away in St. Paul as I understand it. According to their website they may also have venues in Minneapolis.

Assuming a person is from a state with reciprocity, has a valid concealed carry license and will be in the Minneapolis/St Paul area during the convention, are there any overriding rules of law preventing legal concealed carry? For example, is there some federal law preventing carry near a nominating convention, etc.?

Also, if anybody can reference the relevant firearms laws for the situation it would be much appreciated.

I want to travel with the highest LEGAL level of protection available.

Thanks.

I'm not sure about your situation, but I am proud to say that I shook Dr. Paul's hand in Austin, Texas a few weeks before he dropped out of the race while I was locked & loaded, carrying my concealed XD-45 and a spare mag on my belt. It felt wonderful.:D

Try doing that with JM or BHO -- you'll probably get sent to Guantanamo Bay

Here is a link to more information on Minnesota pistol carry and a link to the website. It seems that carry can be open or concealed:

18. Do I have to disclose to a peace officer that I am a permit holder and carrying a firearm?
Yes, upon request of a peace officer, a permit holder must disclose to the officer whether or not the permit holder is currently carrying a firearm.

22. If I have a permit to carry a pistol do I have to conceal the pistol?
No. Minnesota’s Personal Protection Act is a permit to carry law, not a conceal and carry law. The pistol does not need to be concealed, but can be concealed.

23. If I have a permit to carry a pistol do I need to apply for a permit to purchase if I want to purchase a handgun?
No. Under Minnesota law, handgun transfers involve any sale, gift, loan, assignment or other delivery to another person. If you possess a valid permit to carry a handgun, that permit constitutes a permit to purchase. You don’t need to apply for a separate permit to purchase. http://www.bca.state.mn.us/Invest/Documents/Page-02-002.html

24. Where am I prohibited from carrying my pistol?

* School property
* A childcare center while children are present
* Public colleges and universities – may have policy restricting the carrying of weapons on their premises by employees and students while on campus
* Private establishments that have posted a sign banning guns on their premises
* Private establishments who have personally informed the permit holder that guns are prohibited and demands compliance
* Places of employment, public or private, if employer restricts the carry or possession of firearms by is employees
* State correctional facilities or state hospitals and grounds (MN Statute 243.55)
* Any jail, lockup or correctional facility (MN Statute 641.165)
* Courthouse complexes, unless the sheriff is notified (MN Statute 609.66)
* Offices and courtrooms of the Minnesota Supreme Court and Court of Appeals
* Any state building unless the commissioner of public safety is notified (MN Statute 609.66)
* In a field while hunting big game by archery, except when hunting bear (MN Statute 97B.211)
* In federal court facilities or other federal facilities (Title 18 U.S.C.§ 930)

25. Can private establishments prohibit carrying pistols on their premises?
Yes, private establishments must post a notice banning guns on their premises or personally notify patrons that guns are not allowed.

34. How can I legally transport a firearm from one place to another without obtaining a permit to carry?
Transporting firearms without a permit requires the person to have the firearm unloaded and fully enclosed in a case made to contain a firearm. For full details on transporting firearms, refer to Minnesota Statute 97B.045, Transportation of Firearms.

The University of Minnesota (where this convention is being held) has a no firearms policy. Some of their buildings are posted, the majority of them are not. I can't recall if the Williams Arena is posted. From what I understand, the UofM cannot legally post.

I wouldn't worry too much about that though, when Ron Paul was in Minneapolis in February, I went to his rally at the UofM carrying. I didn't have any problems at all.

The rally was moved to the Target Center. The Target Center is an anti-gun establishment. Here is their policy posted on ticketmaster.com:

General Rules:
Prohibited items:
1) Guns or weapons of any kind
2) Cans
3) Bottles
4) Coolers
5) Large bags
6) Backpacks
** No smoking in the building **

PLEASE BE AWARE OF THE FOLLOWING: There will be an increased security presence both inside and outside the Target Center.

Fans entering the Target Center may be subject to security checks by metal detecting hand wands. Briefcases and pocketbooks will be allowed in the Target Center, but will be inspected at all entrance gates.

Once you have entered the arena, you will not be allowed to re-enter the Target Center for any reason.

Here is their policy on their own website:

*Target Center’s definition of “Weapons” includes but is not limited to the following; knives or blades of any length, metal nail files, chains longer than 6 inches not made of precious metals (i.e. platinum, gold or sterling silver), firearms (authentic or replicated, including toys), clubs or extendable batons, any type of chemical irritant spray, stun guns or tasers, spiked or studded jewelry, brass knuckles or any other item that could likely be used as a weapon or may cause injury if thrown or used improperly. The only exception to this section of the policy is for credentialed law enforcement officers who are on duty or under the employ of Target Center at the time of entry. Said officers must be in uniform or identify themselves to door security staff and be cleared by uniformed Minneapolis Police on site prior to entry.

The convention will have metal detectors and a strict no knives/guns/forks policy. When I saw Dr. Paul in KCMO at a event there was no security.

The Target center will have a legal ban on weapons.

Physical pat down plus metal detectors is my understanding, (I work with the
campaign for liberty.)

Sorry to report this. His Feb speech at the U of M had no restrictions, and I was honored to escort him at the MN state convention.

Unfortunately, there are limited venues that can hold the number of people this will attract, and they get to have the say.

Physical pat down - that's disappointing. I was hoping for the full strip search and cavity search.:barf:

I'm bringing a cane. We'll see if they let me in with that.

Schools are off limits by MN state law, as are universities if they have a policy.

Private establishments are also legally allowed to post, but in such places a first violation carries a max fine of $25 and the weapon is NOT subject to forfeiture. The officer MUST return the weapon at the scene of the violation once the ticket is issued.

Gotta love MN :neener:

Reid
