Concealed Carry in NYS (NOT NYC)

Does anyone have a link to State or County level restrictions on Concealed Carry in New York State?

Please do not refer me to Packing.org as they seem to focus almost solely on New York City restrictions. My new York State Concealed Carry License is not valid in New York City so I will not be carrying there.

I have tried wading through the New York State Penal Codes. :eek: What a nightmare of legalspeak and legaldoublespeak.

If anyone has a specific NYS Penal Code reference that would be helpful also.

They will help.
You will need to go and get the application, fill it out in triplicate, and then jump through whatever hoops your county has. Unfortunately, the county decides this, not the state. I got mine in Dutchess county 12 years ago. Not too bad then. Cost $250, took six months.
"unrestricted carry" isn't terribly uncommon in some counties, but is nearly impossible in others. If you get a CCW that had "target/competition only" on it, or some such nonsense, get yourself a membership at a 24 hour range. That's what my mom did while she was waiting to get her restrictions appealed. (they did eventually give her an unrestricted carry permit.)

i had requested a permit for recreation, personal safety and family security. i was told to add "no restrictions" to the list of reasons, or our judge would grant only for the specific reasons that i put on the application. in delaware co it was $109, and 6 monthswait after giving 2 sets of fingerprints, and 4 letters of referance from people i had known for 5 years, 2 of which had to be del co residents for 5 years or longer. i hope your not new to the area. application is started at the pistol clerks office in the couny clerks office.
 
Apparently I was not sufficiently clear in my original post.

I already have an Unrestricted Concealed Carry License, that is not the issue.

What I am trying to find are County and State restrictions on where I am allowed to carry.

For example: I know that I am not allowed to bring a weapon onto school grounds. What about restaurants? Am I prohibited from carrying in malls? Does New York State have any provisions for store owners restricting carry through the use of specific posted notices?

That is the type of information I am looking for.

If it is not articulated in the law, it is not against the law. NYS has no objections to bars, restaurants, public places (besides schools), meetings etc. - and no statutes with regards to "no ccw" postings, etc. Read the laws provided by the BATF which lists the state's, and several cities (i.e. Albany says no CC w/o city permission, Buffalo says possession while intoxicated is a no-no, rochester limits CC in parks and "public places", etc.)

When I received my CCL I was a resident of the City of Albany (I wonder if that counts as City Permission? :rolleyes: )

I have the "ATF State Laws and Published Ordinances - Firearms" guide due to my being a C&R FFL Holder.

Mostly, I was hoping that there was a single source in plain English (or American) of the relevant statutes and laws. My county Pistol Clerk has also recommended "New York's Firearms and Weapons Laws." I suppose that the information in this book is not available anywhere on-line. That would be too easy.

Looks like I will have to order that book if I want to understand the laws of one of the most confusing, arbitrary, and capricious states when it comes to legislation.

I am a resident of Orange County and the only comprehensive reading I have found is in "New York's Firearms and Weapons Laws." If you look, you may find it at some FFL dealer's - mine carries it when he can keep it in stock.
