What I can't figure out is why are all the DEMS sponsoring this Bill? Does that mean that this thing actually has a chance in Liberal NY?

If this bill becomes law, then your NYS pistol license, outside of NYC, will become an unrestricted carry license!

TITLE OF BILL : An act to amend the penal law, in relation to the
administrative provisions relating to the issuance of firearms
licenses

PURPOSE : OF THE BILL: To prohibit, outside of New York City, a
license-issuing officer from imposing unregulated restrictions or
conditions on a firearms license or license holder.

SUMMARY OF SPECIFIC PROVISIONS :

S 1- Amends S 400.00 of the Penal Law by adding a new subdivision 2-a
that prohibits, outside of New York City, licensing officers from
imposing restrictions on licenses other than those set forth in S
400.00.

S 2- Effective date.

JUSTIFICATION : Currently, the Penal Law provides that a resident of
the State of New York may apply for and, when accredited, receive
either a license to possess a pistol or revolver at his or her
residence or place of business or a second type of license which
permits a person to possess and carry a pistol or revolver.

Present law places few limits on the restrictions that a firearms
licensing officer can impose. However, many of the more than 55
license-issuing offices in the State outside of New York City are
imposing unregulated restrictions, conditions, and/or fees on the
license and license holder which have not been sanctioned by the New
York State Legislature.

This bill provides a more defined set of limits. The law should
clearly state that, outside of New York City, no authority, beyond
that which the Legislature has assigned, should be assumed and
abridged. Any procedures for administering state law should be
established by the State Legislature.

PRIOR LEGISLATIVE HISTORY : New bill.

FISCAL IMPLICATIONS : None.

EFFECTIVE DATE : This act shall take effect immediately
 
I don't get it

but thats ok, I live in Reno now and carry everywhere.

does it mean that a NYC residence permit is aNY State ccw?
but the same permit will not let you ccw in NY ?
 
Basically we have NY State licenses.

BUT

They are issued by the County or Town you live IN. There are upwards of 55 licensing offices, each impose their own rules and restrictions. Some are strict and some are not....it's a mess. If you live upstate N.Y., you have many more rights than someone who lives on Long Island. If you live in NY City, you are screwed.....unless you're Howard Stern or some other celeb (because their lives are so much more valuable than mine or yours).

You can go anywhere in the State with your gun except NY City...again, unless you're Howard Stern or some other celeb (because their lives are so much more valuable than mine or yours). While passing through NY City, you must unload your gun and lock it in a box or in the trunk.....one more time, unless you're Howard Stern or some other celeb (because their lives are so much more valuable than mine or yours).

Like I said....it's a mess.

This Bill would level the playing field everywhere in the State outside of the City. FULL CARRY for everyone outside the City.
 
Trying is good and fighting the good fight is always good.
But in many ways I think NY is doomed.
If a hurricane does hit it's going to be fun to watch.
