According to this story, about 10% of the National Police in the Philippines do NOT have a service gun due to the lack of funds.

It appears they use the 9mm Beretta which costs about 27,000 Philippine Pesos (I think that is equal to about $485), but some new cops have to buy their own guns!

The Philippines is on the front lines of the worldwide fight against terrorism, so it is hard to believe that about 10% of their police force is unarmed.

10 percent of cops do not have firearms

The National Police admitted on Thursday that some 11,500 policemen or 10 percent of the 115,000-man force do not have firearms.


Chief Supt. Joel Goltiao, National Police spokesman, said a gun is expensive -- the 9mm Beretta service pistol used by policemen costs P27,000.


About 15 percent of policemen did not have issued firearms at the start of the year.


Goltiao said the police is continuing the program to purchase firearms for policemen and almost all Metro Manila police officers are now armed.


The issue of policemen without issued service firearms arose as a number of rookie policemen were reported to have been forced to buy their own handguns to be able to pursue their duties.


Goltiao assured police officers that new firearms will be purchased this year because the funds for the purpose were included in the government's 2004 budget.


He said that unless something "drastically wrong" happens to the police budget, by 2006 all policemen will be issued with their own service firearms.


At the same time, Deputy Director General Reynaldo Velasco, Philippine Center for Transnational Crime chief, enjoined the police force to be morally and spiritually upright to win the support of the people.


"Values formation is among the most potent weapons we can ever have in fighting the evils and temptations of society," said Velasco during the recent gathering of the Police Values Formation Council of Ministers in Olongapo City.


Malacañang had announced that President Arroyo will personally lead the government's fight against graft and corruption by designating herself as the concurrent chairmann of the 11-man Presidential Commission on Values Formation (PCVF) through Executive Order 317, which amended EO 314. F. Legaspi

Until recently the police in most countries were not armed with guns.

If they hadn't kicked the US out and closed the military bases, they might have enough money to buy equipment. Subic Bay Naval Base used to put a ton of money into their economy and tax coffers.
 
Heck, we've a lot of campus police agencies that aren't packing heat. One fellow told me that there was a shootout right outside their office. They ducked like everyone else would.:uhoh:

Actually, police in almost all countries have always (or at least in the last couple of centuries) been armed with guns. The major exception was the United Kingdon, which disarmed its police and prided itself on its unarmed "bobbies". Supposedly, police were safe because severe punishment (hanging) was imposed on cop killers. But since the end of capital punishment, and the rise of a general attitude of not punishing anyone for anything, crime rates have risen and there have been murders of police officers. Now more police are issued guns, over the objections of the "be kind to killers" faction. There have even been objections to arming the British army!

One unforseen consequence is that while supposedly only highly trained police are supposed to be issued firearms, police who are issued guns tend to go power mad and blaze away at the slightest provocation. Not good.

Actually, I think this is a fine idea :)

Let the cops patrol without guns. Just carry a whistle.

If they run into a situation where a gun might be needed, just blow the whistle and a bunch of us armed citizens can show up to help.

Except ... don't call me if you want to do a no-knock. :neener:

The UK was far from the only country to have unarmed police. Japan was one of them.

Heres the best idea, I as and Officer and citizen will keep my guns, you as good citizens keep yours, and we band together and go take them away from the criminals and return the streets to thier rightful owners. That being us.:D
 
But Shield, how will Kerry, DiFi, and Boxer keep their senate seats if they don't have the criminals and their families to vote for them?:D

Hell, I spent enough money in Olongapo in the 70's to build a bridge, or at least resurface a road!

capital punishment was used pretty much on anyone guilty of murder, not just Police.

But since the end of capital punishment, and the rise of a general attitude of not punishing anyone for anything, crime rates have risen and there have been murders of police officers.

there were murders of Police officers before the end of capital punishment, and there have been afterwards. the rest of that sentence is, of course, pap.

You sure couldn't tell that from the way they were ordered to cut and run from Iraq after the terrorists kidnapped a Phillipino truck-driver.
 
The Garda Síochána in Ireland has always been unarmed, and proud of it, although some of the detective branch are armed.
 
And then there is the Royal Ulster Constabulary, I think they had guns since about the time the last snake left.....;)
 
the RUC were unarmed in normal times. Even today their stated goal is to return to unarmed policing when the situation permits it.
