Cross Hairs out of focus

I'm trying to get my scope set up/dialed in/etc. I'm new to high power rifles and scopes, so bear with me. I have a savage 110 with a simmons 8 point 3-9X40 pre mounted on it. Whenever I have the scope pointed toward a plain colored wall the cross-hairs are clear and visible. However, if I change and focus in on anything that has texture, or is more specific (like a tree branch or something) the target comes into clear focus, but the cross hairs all but diasappear on me. Is this common? Do I need to make any adjustments? Is it just because I have a cheap scope (I intend to replace it, but not until next year)?
 
This is adjusted by turning the ocular bell. The one at the end you look through. Their should be a ring that locks it in place, loosen this and look through the scope while focusing the reticle. Tighten the ring and you should be OK.
 
And don't stare through it for a long time while you are trying to focus it.

If you do, your eye will compensate for an out of focus scope and fool you into thinking the scope is in focus.
Then the next time you pull up and look through it quickly, it will still be out of focus.

Try looking at the sky, not a background or tree, and just glancing through the scope briefly as you make adjustments.

Once you get a clear sharp reticule doing that, all should be good.
