As a fellow southpaw, I can sympathize. As to your question, although I don't have any first-hand knowledge either way my guess would be "probably not".
The other CZ models you mention sell in considerably larger numbers, not just here, but in the rest of the world as well. The 527 remains pretty much a "niche" item. Slick, handy, and accurate as it may be, it's still pretty much limited to small-to-medium game and varmints at short-to-moderate ranges. Kind of like a BA .30-30.
Since people can buy a couple or three SKS carbines or a new Ruger Mini-30 for about the same retail (even though neither will generally shoot much better than half as well) more folks buy one of them for their utility carbine uses. A quick look at what's in the racks on pick-ups and ATVs in most rural areas will comfirm that.
It's understandable why a company might be reluctant. It costs a great deal to tool-up for and produce another addition to the product line. Unless they see solid evidence that there's enough potential market demand to recoup that investment within a relatively short period of time, it's not worth the time, effort and money to do it.
Sheesh! I badgered EAA about importing a LH version of the excellent Baikal "Biathlon Basic" .22 RF for months. Figured it wouldn't be that much of a problem, as the factory already produces the full-boat competition version in LH. They told me that the factory wouldn't do it unless they ordered a minimum of 5,000 units. Needless to say, it didn't happen.
As for the "Scout" optics mount, the same logic would apply. Until the numbers are there to support the investment, none of the larger aftermarket outfits are gonna bother. FWIW, a talented gunsmith could either adapt and install an existing unit or fabricate a custom mount for you. Unlikely to be inexpensive, though.
