Nope, the fellow I'm speaking of does transfers all the time. If there were no FFL's in DC willing to do a transfer, then there could be NO legal firearms in DC, unless someone move there with one they already owned.

The fellow you are thinking (who's name I forget) of actually never did any transfers, but just got an FFL to show how easy it was to get. Since he is not "in the business", I believe his renewal application was denied.

Another FFL holder is a Theater outfit (Arena Stage I think) ... they have theirs so they can receive and ship prop guns for their productions.

DC city council (or any other government official in DC) never let a little thing like "legality" get in the way. It will be decades before there are enough court cases to make them actually -do- anything ... and by then the plantifs will be deceased, and the cases dismissed as mute.
