Delaware has added New Mexico to the list of states it honors. You can see that listing at
http://attorneygeneral.delaware.gov/criminal/concealedweapons.shtml That brings to 19 the number of states Delaware honors and 33 states that Honor the New Mexico License.

On 1/1/16 Texas will be an Open Carry state for handguns. You have to have a license issued by Texas or a Permit/License from a state they honor to opening carry a handgun. In Texas you could always open carry a long gun slug on your shoulder but not handguns. In Texas the openly carried handgun must either be in a shoulder or belt holster. Those two types of carry are spelled out in the law. It has to be in a belt or shoulder holster. The holster does not have to be a security type holster.

Campus concealed carry in Texas does not go into effect until Aug. 1, 2016. State Colleges/Universities can limit where on campus you can carry. Every school can make their own policies on what areas are off limits. There will be a lot of contention over what areas are off limits and it will take time for the schools/courts etc to get this all ironed out. Private Colleges/Universities can opt out of the law banning all carry on their campus. Many private schools have announced they will ban carry. Open carry is not allowed anywhere on a College/University Campus. Where Concealed Carry is forbidden it must be posted with the 30.06 sign. As you can see by the law change shown below Open Carry is forbidden anywhere on a college/university campus at all times and no signage is needed to show they are off limits to open carry.

Penal Code 46.035 states it is a violation to openly carry:
(1) on the premises of an institution of higher education or private or independent institution of higher education; or
(2) on any public or private driveway, street, sidewalk or walkway, parking lot, parking garage, or other parking area of an institution of higher education or private or independent institution of higher education.
The TX St Rifle Assoc. has FAQs on the new open carry law here:
https://www.tsra.com/open-carry-faq/

Beginning 1/1/16 all K-12 and colleges/universities will be off limits in California. Penal Code 626.9 was amended to make these locations off limits. California being California writes their laws with a lot of legalize. Referencing many other laws in the text. Before taking an unloaded secured handgun and even ammunition in a locked box in your trunk onto any school property I would check with the CalGuns Foundation. https://www.calgunsfoundation.org/
They are the gold standard for info on California gun laws and how they apply.

The Delaware/New Mexico changes have been added to www.handgunlaw.us The changes in California and Texas will be added to their respective pages on January 1, 2016

A poster point out something I left out. Community Colleges and Junior Colleges in Texas. Those institutions are still Gun Free Zones until August 1, 2017.

If you want the excruciating detail, the law changed with Senate Billl 707 and modified CA's Gun Free School Zone law, Penal Code 626.9(c)(5):
(c) Subdivision (b) does not apply to the possession of a firearm under any of the following circumstances:
...
(5) When the person holds a valid license to carry the firearm pursuant to Chapter 4 (commencing with Section 26150) of Division 5 of Title 4 of Part 6, who is carrying that firearm in an area that is not in, or on the grounds of, a public or private school providing instruction in kindergarten or grades 1 to 12, inclusive, but within a distance of 1,000 feet from the grounds of the public or private school.
Short analysis: no carry ON campuses, but carry IN THE 1000 FOOT ZONE remains fine if one has a CA CCW.

Similarly for college/university, subsection (l) used to exempt CCW holders, but that exemption has been removed.

CCW holders could legally carry on school grounds, at all levels, for decades in California.

Apparently this change came from all those misbehaving permit holders. Or not, since I'm sure there was no problem to solve.

Just after Columbine, my youngest daughter attended a "Sock Hop" at her grade school. Several fathers waited nearby to make sure their children were safe. I was among them and was legally carrying a Sig P229.

These lawmakers don't care about protecting innocent lives.

Thank you Gary for your work.
