Okay, I have access to machine tools, so that's no problem. I am looking to build an AR-15 without buying a complete rifle from anyone, not even a "finished" receiver. I want to have a rifle that I can say "Hey, I made that", so my question is this: which type of receiver, stripped or unfinished, doesn't legally qualify as a firearm yet?

I don't mind working on metal, so that's no problem, but then I wonder where to buy a decent quality 80% lower.

The "unfinished" or even the 80% receivers out there are not considered firearms-they are not serialized.

The stripped lowers are serialized and have to be purchased through an FFL.

Where to get an unfinished lower? I haven't been paying attention.

Alright then, unfinished 80% lower it is! I still need suggestions on where to get the parts kit to turn a newly finished lower into a rifle, though. I don't really care about barrel length, etc., I just don't want anything to break, and I'm doing this on the cheap.

There are a couple of places I know off the top of my head that offer inexpensive kits that have everything minus the lower to complete a build:

http://www.jtdistributing.com/

There are others, but these two will get you started. You can certainly spend more, but I have heard/read that most have had positive experiences with the quality and service of these two.

I just thought of something, I live in MA... would it be legal for me to make this or not?

Ummmm, I'm not sure. I imagine if you can own an AR, there should be no issues of legality in building one.

However, I'm not a lawyer, and I am not up on your State's firearm laws.

If someone in the know doesn't respond to this thread, try the Legal and Political section.

Good Luck!
