Discharging gun within 100 yds of residence in Wi

Can anyone point me to the actual law in wisconsin that states you can't fire a gun within 100 yds of a residence? I have a "odd" neighbor whose house is about 25 ft from mine who keeps shooting a high powered rifle into a burn barrel in back yard which sits on cinder blocks, and yard is full of rocks. I had a "conversation" with him one day when he started doing this when my kids were playing in the backyard. Sheriff has been called several times with no arrest or ticket. I'm going to Sheriff's office tomorrow and would like to have the actual law ordnance in hand when I meet him.
 
(d) While on the lands of another discharges a firearm within 100 yards of any building devoted to human occupancy situated on and attached to the lands of another without the express permission of the owner or occupant of the building. "Building" as used in this paragraph does not include any tent, bus, truck, vehicle or similar portable unit

He owns the property.
 
Yes. Nonetheless,this appears to be the law you're looking for. It just doesn't say what you want it to.

When I lived in NV, certain ares were off limits, even though they were wide-open spaces, because they had been declared as "congested" areas, therefore, NO shooting was allowed. This was on land right next to BLM and everyone was on 5-10 acres. Go over the hill onto BLM, no problem. Maybe your area has something similar?
