What I want to know is if someone who owned handguns in DC before the Heller ruling could now be busted under the suspicion that they had them when they were illegal. It's too soon that someone could realistically and legally have obtained a handgun since the ruling, so they MUST have had them before the ban was lifted.

How does DC have authority to de-zone the city or deny a zoning permit for an entity that fits into the Constitutional zoning mould, short of an Amendment? Congress doesn't even have the power to do so.

The federal government does not issue zoning rules or business licenses.

If you HAD a permit for a gun shop issued by a federal entity you might be able to use it against DC, but there are no such animals around.

BATFE has been running FFLs out of business for NOT complying with zoning laws for a while now.
