Rabbits are within the power range of springers. A good ground hog solution needs more power than most springers provide. Hatsan has some that would do. So would RWS model 48/52 (and the one I'd get but they are $500).
In the end, assuming you do need to take out ground hogs, I think you will be better off getting a PCP like the Marauder. It will be much more pleasant to shoot than the high powered springers.
Don't pay any attention to FPS (feet per second). Do pay attention to FPE (foot pounds of energy). I'd suggest 20 FPE as a minimum starting point (and 25 is better). Just like hand gun hunting, I'd pick a heavy bullet at low velocity over something light and fast.
