Haven't seen anyone post on this yet, but the question of the two middle school students in Edinburg, TX wounded by rifle fire a few weeks back now seems answered.
The school is relatively new, in an area not yet built up. Co-ordinates, for anyone who wants to look at it on Google Earth, are 26d-23m-12s N x 98d-05s-23m W.
A man has been charged with one count of aggravated assault. He was target shooting in the ranchland near the school - obviously without an adequate backstop.
Reading the news story (McAllen Monitor link below) it seems we may be in for some legislation as a result of this.

While banning high power rifle fire within three miles of a school likely would have prevented this tragedy, so also would have the exercise of more common sense. I venture there are already a sufficiency of laws on the books, which if observed, would have prevented the event.
