Our local paper has been doing articles on "Crime Prevevtion" this week and on the 2nd day they featured Concealed Carry. The Story took up 1/3 of the front page and was very positive. I'm lucky to live in a town that supports the 2nd ammendment and has a positive view on Concealed Carry.

A good defense is good offense

ELKO — The number of Elko County residents applying for and receiving concealed carry of a firearm permits continues to grow from year to year, and Sheriff Dale Lotspeich believes that trend will only continue through 2010 when looking at national trends and the state of the economy.

“Based on the information I have, we will probably see a steady rise in new applicants,” Lotspeich said.

The number of concealed carry cards issued through Elko County rose from 105 in 2007 to 197 in 2008 and up to 277 in 2009. In 2009, 264 permits were issued to county residents and 13 to non-residents. Through January of this year, the sheriff’s office has issued 22 permits; 17 for residents and five for non-residents.

Permits from states Nevada will accept include: Alaska, Arkansas, Kansas, Louisiana, Michigan, Missouri, Nebraska, Ohio, Tennessee and West Virginia. States that accept Nevada permits include Arizona, Idaho, Indiana, Kentucky, Minnesota, Missouri, Montana, Oklahoma, South Dakota, Tennessee, Texas and Utah. Florida, Michigan and Kansas will also accept a Nevada issued permit if the permit holder is a Nevada resident.

Lotspeich said non-residents usually come from neighboring states such as Idaho and Utah. One of the reasons people get a Nevada permit is because it is recognized by more states than Nevada recognizes of others. Last year, Lotspeich said Nevada stopped accepting Utah issued permits because of a lapse in the system. Officers need to have 24-hour access to the information to verify if a person’s concealed carry permit is both legitimate and has not been revoked due to the commission of a crime. Utah’s information was no longer able to be accessed 24 hours a day.
Until recently, Texas was also honored. However, Lotspeich said Texas was allowing 19-year-olds who are in the military on active duty to have concealed carry, whereas the standard age to apply in Nevada is 21.

An application costs $105, which includes the extensive background check with the state and the Federal Bureau of Investigation. There are several reasons a person may be denied a permit, which include but are not limited to prior felony convictions and even a misdemeanor conviction of domestic violence. A certificate of completion from a certified concealed carry instructor is required prior to being granted a permit.

The concealed handgun doesn’t have to be kept on the person. Lotspeich said some women prefer to carry a handgun in a purse and some businessmen have been known to carry it in a brief case. Because those objects are in direct control of the permit holder, those qualify as concealed carry.

Reasons a person may want to get a concealed carry permit are many. Lotspeich said some retired police officers opt to get a permit. And some people simply want to further extend their exercise of the Second Amendment. Danielle Kohler of Arms-R-Us, who is a certified concealed carry instructor, said at one point people got a concealed carry permit because it meant they didn’t have to go through a background check each time they wanted to buy a gun. However, legislation in the state has since changed that provision.

A more common reason, Kohler said, is for self defense against someone who may have a substantial or just as great of a method for causing harm.

As an example, a person who has been threatened with physical harm by someone and believes that person has the means and intention of doing so may apply for a permit to be able to protect themselves when out in public. And if a person is about to be the victim of a crime or sees someone else about to be victimized, the showing or actual use of the firearm may be just what it takes to keep someone from being a victim.

When a person chooses a particular handgun to qualify with, Kohler said that’s strictly a matter of personal preference. A person who chooses a revolver can be qualified with one revolver and all revolvers are permitted to be carried by the card carrying permit holder. A person must qualify for each semi-automatic handgun he or she wants to carry. Part of taking a concealed carry course is also qualifying with a firearm, and Kohler said many people simply qualify with whatever gun they may already have in their home.

Popular makes of guns with concealed carry users include the Springfield XD series and Glocks. Ruger LCR and LCP are also popular as they have a smaller profile and are more easily concealed. Some people buy one type of gun for summer wear and another for winter wear because they carry differently under seasonal changes in wardrobe.

The concealed carry course covers many topics; not just the actual use of the handgun. Kohler said classes focus on accuracy, but also on basic safety and knowledge of the gun. Instruction also addresses state and other laws governing concealed carry. Then there are guidelines on how to be judicious in deciding whether or not a situation calls for even drawing the weapon, let alone firing it.

Another thing she teaches her students is to be aware of their surroundings. A person who is standing and looking around is liable to notice someone better than a person walking across a parking lot and texting at the same time.

The fee for Kohler’s class is $100 per student in group courses with a maximum of 10 students per group. However, some instructors may charge a different fee structure. Other certified concealed carry instructors for the sheriff’s office include D & L Enterprises, DW Company, Firearms Training Academy of Nevada and Elko Tactical. The list and contact phone numbers is included with an application packet from the sheriff’s office.

The fee for Kohler’s class includes field qualifying with the weapon, minus the gun and ammo which are the gun owner’s responsibility. Qualifying includes, but is not limited to being able to hit a target accurately, as well as handling a gun properly.

“The course teaches a person more than how to shoot,” Kohler said. “I encourage (students) to continue their education.” Further education can include reading popular concealed carry Web sites, reading books on the subject and keeping appraised of changes in the law.

Kohler said possessing a concealed firearm is a big responsibility.

“Showing the gun may not be enough,” Kohler said of stopping a criminal. “You may have to take the next step.”

Slight correction. Florida will NOT accept a Nevada permit since Nevada will NOT accept Florida's.

Kinda stupid, as I'm informed the whole issue with Nevada was that Florida extended its permit period to 7 years from five..............mirrors Florida's DL.

DUMB.........doesn't affect me tho, as a retired LEO I can carry anyway, but it's still DUMB!

Correct that last to STUPID!
