That's a fact about the mentality of the "powers that be" in Wisconsin.

The town of Marshfield in central Wisconsin has had a really bad problem with deer - in town even - yet somehow, in spite of all the damage and accidents and complaints, the town doesn't seem to be able to take any measures to reduce the population. Apparently the stumbling block is with the state bureaucrats.

Friends who live in rural or small-town Wisconsin all say the mentality and politics in Madison (the state capitol) and in Milwaukee is completely different from the rest of Wisconsin. They express a lot of frustration with their state government on many issues.
