I'm using a Lee expander die and installed the auto riser and Auto Drum Powder Measure. I wanted to back the expander off so it didn't flare the case mouth as much, but when I did that, the case wouldn't actuate the powder drop.

Are these two things not independently adjustable?

Ultimately, I'm trying not to flare the mouth so much so the cases grip the bullet tighter and the brass isn't worn as much.

I use a regular expander in front of the measure, do you have room to do this?

Try this:

"Screw the die in until it touches the shell holder, then back out one full turn. Finger tighten the lock ring. If are is excessive, back die out until the are is to your liking. For maximum case life, are only enough to easily accept a bullet. In use, the expander plug travels approximately 3/8” within the die and comes to an abrupt stop at extraction. This helps to shake the powder through. However, we recommend you check to be sure all the powder has cleared the funnel and expander plug."

If you set the Lee expander die up correctly by the instructions that shouldn't happen. The adjustments for the powder drop and the flare are both controlled by the die body adjustment, once set up properly very slight adjustments of the die body up and down changes the flare, the drop is set when the die is set up. It would take about 3/8 inch of the die screwed down further to stop the powder drop from actuating. There are two things that will cause the powder to not drop other than the powder measure itself, make sure you have the shell holder in the ram when setting up the die and the riser push tube is installed in the riser body.
