Exploding targets

I was just thinking about it. The apartment I'm renting (haven't moved just yet but do have a place I'm renting that is currently empty) prohibits the storage or possession of explosives by residents. Would an exploding target qualify? They are typically not "explosive" under any circumstances other than being shot and are otherwise extremely stable.

I tend to think they do qualify nonetheless.

Is there any plausible way they could damage the apartment? If not I would just stay mum on them.

Well, until combined the ingredients really won't explode by themselves. Aluminum powder is considered a fuel though, so don't go lighting it on fire or anything. AN/AP is pretty stable in the quantities given. Just keep everything separate and it should be alright.

Yeah, as long as they're unmixed, they're not explosives.
