Now Technically speaking if the German took it from paris after Germany had occupied Pais then at that point the french government did not exiest, THe vVechy Government did not control Paris, PAris was a military administrative district, hence it may have been done through a legal at the time proceedure.

Which goes too if you do somthing and it is not a crime when you do it but later it becomes a crime can you be punished for it? It does not mean that it is not morally wrong
