Can a civilian visit Diego Garcia? Anyway, it is actually British owned, and the US simply leases and operates the base.

I don't see how this would affect rights of a US civilian on British territory, even if that territory is leased to the US government.
It should be positive for Guam and PR.
I am hopeful that it will also have some overtones for the National Park issue, though I'm not sure on that.
