This is a 00 buck load where the pellets are designed to break apart on impact. It is designed to dump energy quick using 18 wound channels and limit the risk of over-penetration. I believe that this is a marketing fad.
As far as creating more wound channels go, if you used 16 pellets #1 buck that would not only give close to 18 wound channels, but your pattern would have more pellets in it, so that would be an advantage over 9 pellets.
In the testing data the penetration of the fragments was 5.25 to 14.5 with an average of 9.5 inches, which is well below the established standard of at least 12 inches in 10% ballistics gelatin. If you used #4 buck more than half the pellets would penetrate past 12 inches and you would have a pattern with 27 or more pellets.
The article says this has "the best terminal performance available in Federal’s buckshot line-up". While I accept the argument for reduced recoil loads I believe the magnum hunting loads as well as the cheap non-plated 00 buck would provide more dependable stopping power as they will have more pellets that meet the minimum penetration requirements.
I'm sure this would do okay in general as would heavy turkey loads. I am posting here for respectful discussion as I'm not an expert.
