FFL Transfer to Under 21

Well, all I was doing was trying to feel out possibilities. This thread was entirely about determining if a particular course of action was worthy of pursuit. The people who've responded have helped me determine that no, this is not a possibility. That's all I was really looking to find out.

It's not like you get a piece of paper that says "approved" to take home.

Insofar as I'm concerned, you do. The receipt they give you for a firearms purchase is proof enough, at least to me, that a NICS check has been run. Especially since it's listed right there on the paper.

However, one must always deal with another party in a business transaction, and all I wanted to do was look into the possibility of making the other party more comfortable/willing to complete a transaction.

It won't work, and that's what I wanted to know.

How would he get an NICS check run in the first place. It's not like you can walk into an FFL and ask them to run a check.

You can if your dealer will let you, at least for the type of situation described. It doesn't happen often, but about 5 times a year a person contacts me and says they want to sell a gun locally but they want to make sure the buyer is not a criminal. Both parties show up, I log the gun in from the seller and run a NICS check on the buyer, who fills out the 4473. The gun is logged out to the buyer, who pays the seller, and then one of them pays me a fee for my service.

I think it was a smart idea, well worth investigating. And the logic of the idea was very good. Here's why: Instead of whining about how the state law allows OP to buy a handgun in a FTF and insisting/nagging that a seller could/should do it, the idea of a passed NICS check should satisfy the real reason for reluctance of a seller to deal with an 18-20 year old--fear that the buyer would be an unqualifed person which could get the seller some grief at some point in the future. An approved NICS check would go a long way (not totally) toward allaying a seller's normal concerns.

The focus of the OP's idea was on the seller's needs and concerns, not the OP/buyer's needs. That's pretty persuasive, even to a person who would be very disinclined to deal with an 18-20 year old, such as I am.

It's frustrating for me, really.

Do I want a nice semi-auto pistol? Yes, very much so.

Are my parents going to buy me one and gift it to me? No way, they think I spend way too much money on gun stuff, and they've already gifted me two, not counting family heirlooms.

Can I give them the money and have them buy it? No, I don't like jail.

Do I understand the hesitation of many sellers to deal with me because of my age? Of course I do. In their shoes, I may very well do the same. They know absolutely nothing about me, and have no reason to trust me.

Do I think I'm trustworthy, and that they should do business with me without fear? Of course I do, but they have no way of knowing me, so I understand their hesitation. I would dearly like for them to conduct business with me, but they have the right to say no for any reason at all. And there's nothing wrong with that.

Thus, it boils down to this: Barring any clever and legal ideas to put the seller's mind at ease, I'm stuck waiting for an autoloader for another 3 years. That's extremely frustrating. Incredibly frustrating. I can buy any high-powered rifle I want, but I can't have a nice .22 or 9mm pistol for target shooting. It's really irritating.

What can I do? Very little, it seems.


So, if anyone who lives near me, south of Tampa, has been suitably impressed by this thread that I'm doing my dangedest to do the right thing the right way and still get what I want, and would like to do business with me, Please, let me know!

OK. I have a similiar situation.

Me, Person A, am under 21, but have pistol purchase permits for the state of North Carolina (portable background check).

Person B has Pistol C for sale XXX miles away, in the same state (intrastate). Too far to drive.

Person A is legally able to purchase a pistol from a private individual, and possess said pistol C in his state (NC).

Persons A and B want to ship to FFL D for transfer, and pickup.

My question probably has been answered, but I really don't think its been said in this thread to my understanding.

Can Person B ship Pistol C to FFL D, for Person A to pickup? Even if person A is perfectly legal to buy and possess from person B?

If you bought 2 rifles from that FFL holder, why can't you show the seller of the handgun those receipts to prove that you have had NICS checks run thru successfully....

18 USC 922 (b)(1) said:
(b) It shall be unlawful for any licensed importer, licensed manufacturer, licensed dealer, or licensed collector to sell or deliver—
(1) any firearm or ammunition to any individual who the licensee knows or has reasonable cause to believe is less than eighteen years of age, and, if the firearm, or ammunition is other than a shotgun or rifle, or ammunition for a shotgun or rifle, to any individual who the licensee knows or has reasonable cause to believe is less than twenty-one years of age;
The FFL would be delivering (transferring) a pistol to someone under 21.

But unless there's some prohibition in NC law, the seller could use a common carrier (not the USPS) to mail the handgun directly to you.
