Can congress create a law that numbers manufacturer's serial numbers for any and all types of firearms? Can or does the NFA issue firearm serial numbers? Can congress control the manufacturing of firearms using limitations to make/model/style of firearms using serial numbers?

This has been a thought that I recently discussed with a friend that I have no answer for. Your thoughts and links regarding this matter are appreciated.
 
Not unless the law is changed.

The ATF, not the NFA is the governing body who sets the rules manufactures must follow in serial numbering. Serial numbers on all firearms were not required until the 1968 Gun Control Act.
Prior to that, the 1934 NFA only required serial numbers on handguns, high-power rifles, and machineguns.

.22 RF rifle & all shotguns were not required to be numbered.

Here are the rules today.
Each manufacture determines the serial number blocks they assign to each model firearm.
The ATF stipulates how the serial numbers must be applied to the firearm, but not what it is.
