Why shouldn't the police do that? It would be a lot safer than them dumping a few mags full into the participants (and errantly into the apartment complex behind them). I'm all for it.

But this is precisely my point. Better one downrange, to get everybody's attention, than a "contagion" induced hailstorm in all directions.
