Can someone school me on what form is used to transfer a firearm between two parties who reside in different states?

Here's the DL: My dad bought a handgun in MS and is gifting to me. I am an AL resident. We happen to be meeting soon near the stateline, and we intend to transfer it then using an AL FFL to keep this transaction legal.

But I can't figure out what form we will be filling out at the FFL. The "regular" form 4473 is for over-the-counter transactions...

1. Is there a different OMB form for this?

2. Do all 3 parties (transferor, transferee, & FFL) get a copy of the completed form?

3. Does this form get filed in the FFL's boundbook?

4. Will a NICS check be ran on me as well?

5. What is the going rate for this type of transfer?

Any other useful info would be appreciated, as this is obviously the first time I've done this. I am going to "line up" a FFL before we meet to hopefully help expedite this process. When I contact the FFL, what terminology should I use to describe this type of transfer?

Thanks all!

There is only one form 4473. What you will be doing is an over the counter transaction. Your dad will bring the gun in, and the dealer will take the gun and log it into his bound book. He will need to see your dad's ID so that he can log in where the gun came from.

You will fill out the 4473 and show the dealer your ID. He will run a background check on you and then he will complete the 4473 and log the gun out to you in his bound book.

The dealer will store the 4473 in his filing cabinet. There is only one copy and he will keep it.

Going rate varies a ton. Probably around $25, but some places are lower and I've seen places charge $75-100, so you should call ahead first to make sure you know what they charge.

1. Is there a different OMB form for this?
No. The 4473 doesn't care if the gun came from the dealer's stock or your father. It just tracks where the gun went.

2. Do all 3 parties (transferor, transferee, & FFL) get a copy of the completed form?
Normally the dealer keeps it.

3. Does this form get filed in the FFL's boundbook?
The bound book records where the gun came from and where it went. The 4473 is filed separately.

4. Will a NICS check be ran on me as well?
A NICS check will be run on the buyer only.

5. What is the going rate for this type of transfer?
Varies a lot. Ask first.

Thanks so much for the help.

I didn't consider that the guns were actually being transferred to the FFL first, then to me. That would explain how this would still be considered OTC and thus use a 4473.

Thanks again!
