found primed cases in unprimed bag?

i just bought a bag of winchester unprimed 44 mag cases and when i started priming the cases i noticed some of them already had primers. i had a brand new sealed bag of of 100 cases and a box of 100 primers and when i was done i still had 12 primers left but no unprimed cases. has anyone else ever ran into this?
 
You write as if you didn't realize this until you were done. How were you priming? Wouldn't you have noticed trying to prime an individual cartridge that was already primed? Mind you, I'm new at this, so I'm asking as much for my own edification.
 
Hmmm, where did you buy them from? If tthey were sent by US Mail or some delivery company I bet a law was broken by no hazardous material warning or charge.
 
Actually, primed cases are not considered hazardous the same way loaded ammo is not considered hazardous. By US mail they may be restricted, but otherwise it was legit..
 
By Federal standards, the shipping container should have been marked ORM-D Small Arms Ammunition if it contained primed cases. But it's all in hindsight.
