Found steel jacked 9mm and 45acp bullets

I was picking up steel casings at the outdoor range with a magnet just to get rid of them that way everything I pickup is brass.
I got more than spent shell casings this time. I found some rusty 9mm and 45 bullets that were steel jacketed, probably copper plated at one time and lead cored.
I thought those were verboden?
 
They aren’t illegal to own or shoot in some areas. Actually, I don’t know if they’re “illegal” anywhere, but many ranges ban them. I know they’re banned at lots of outdoor shooting areas and ranges. I won’t buy or shoot them.
 
"Bimetal" bullet jackets are quite common in Iron Curtain imports. Copper plated steel.
Not illegal unless the jacket comprises more than 25% of the bullet weight.
A lot of ranges will not allow them for fear of damage to their bullet traps or sparks igniting unburnt powder on the floor.
