There is also the unreasonable and entirely preposterous notion the Army continues to foster that bullets fired from combat weapons might need to penetrate something other than human flesh.

I read a long time ago that lead ball can sometimes "flake" off on impact. While a surgeon can remove most of it, they often missed lead flake embedded around the wound, later causing festering, gangrene or literally lead poisoning or a combination of the three.
 
Claiming that a hollow tip match bullet is significantly different than a hollow point hunting bullet is pretty ridiculous.

They both expand easily.

Jacket metal is not all tat tough at a couple of Machs speed.

I use either match or 'varmint' bullets in my varmint rifle (that are pretty much BR style rifles on Panda actions, left port, right bolt).

Rodents react the same to both.

Pieces of rodent.

The damage to larger animals is also devastating.
