Giving a gun as a gift in PA (I'm from OH)

Hi everyone, I have a question that I'm guessing has been asked before, but I'm not sure of the keyword search for it. Anyway, here is the problem. My best friend lives in PA, and I live in OH. I just took a new job, and have to move, and can't take most of my guns with me for the time being. My buddy has his permit, but doesn't have the cash to go buy a gun at the moment, and I thought I would surprise him and give him a S&W 380. That said, I have heard that in PA you have to do the ffl transfer even on a gift? If thats the case, which I'm ok with, do I have to send the gun from an Ohio ffl to a PA ffl and have him pick it up, or can I just drive over there, and go with him to the ffl and have them do it right there.

You are correct. You need to do the transfer paperwork with a FFL. You can drive over and meet at a place and do the paperwrok. Call ahead and make sure they are not busy and the proper people are working (if it is a small shop).
 
This is not only a Pennsylvania state law requirement because it is a handgun, but it is also a Federal law requirement that the gift goes through an FFL in the recipient's state of residence because you are residents of different states (and it's a handgun).
