Hmmm, maybe save up another $100-150 and get a new Rossi with a factory warranty. I'm sure they are a lot less used. I like my Rossi 46202. It works just fine.
 
Import trade-in model 10s were ~$200 not long ago but looks like they are more in the 3s now...might still find more worn ones cheap. Heavy barrel K frame with standard pressure (or cowboy) loads should have minimal recoil.
 
All those suggesting a well used S&W model 10 are giving you good advice. Find a bull barrel leo trade-in and you are set.

Maybe a bit more than $200 - don't buy junk!
 
If you don't know what you can handle in recoil, definitely get a 22. Just make a run of the pawn shop circuit, and you should have some choices.
 
A quick scan didn't turn up the usual "buy a police/guard service trade in S&W". If it's there already then my apologies to the previous posters for missing it.

Likely you'll need to increase the budget a little over your $200 to pick up a rather rough handled S&W turn in. But it'll be well worth the additional money. A S&W K frame gun in .38Spl is something you'll really enjoy shooting. A trifle more kick than a .22 but a gun which will shoot well and with a trigger that will make you smile.

And when you consider the cost of the ammo you'll put through it over the next few years a little more to buy a nicer gun which can be used for single as well as double action shooting and which has a trigger that is head and shoulders better than all the rest is going to be money well spent.

Keep in mind that a true bargain is when you use the item a lot and get your money's worth from it instead of something that is cheap to buy, gets used once and put away to never see the light of day again in disgust at how nasty it is.
 
How about this The Rossi 851 about 250.00 just put it on layaway from Bud's and free shipping and mo sales tax.
Mines shoots like a dream and looks great.
 
At 10 yards my Rough Rider shoots about 3" low & left.
I called Heritage & they said I should just bend the front blade.
Not very enthusiastic about bending it so far.
Not very high quality if you ask me.

$200 is too low for me - save up another $100 & check gunbroker/gunsamerica.
You should have MUCH better options at that price point.

I own at least a dozen perfectly effective handguns that I got for $200 or less.

If you are patient and persistent you can get some very good deals on GunBroker.

Just a few weeks back I won the bid for a Ruger Single Six for $135. It had some rust, but that was nothing that some steel wool and a $10 bottle of cold blue couldn't fix. It functions perfectly.

Last year I got a Smith and Wesson pre model 10 for $140-something. The finish is worn, but it locks up tight and shoots well.

People who claim that you can't get a decent handgun for $200 or less are incorrect.
 
Sometimes you can find a good S&W hand ejector .32 for $200. Charter Arms to.

Yep. This is my Smith and Wesson hand ejector in 32 s&w long. I won it for a $125 bid on GunBroker within the past year or so. It works just fine. The finish isn't in great shape, but it locks up tight and doesn't seem to have been fired much. It is fun to shoot and decently accurate (as much as the small sights will allow).

I guess you do "get what you pay for": I paid $125 and got a nice gun.

.22lr Rossi 518, paid $125 for mine a decade ago. Great plinking gun, nice adjustable sights and accurate. J frame in size, 4" barrel. Very much a kit gun.
