Good article.
I saw an article about this last week but it had little information and was quite vague. This one is a bit better. Turns out the perp was a two-time felon but managed to obtain an AR-15. Kinda proves that laws are only followed by the law abiding, doesn't it?

Somebody that loses his temper over a "Slow down!" when speeding through a parking lot where kids are present has anger management issues if not outright mental illness. We need to be able to identify these nuts before they wig-out and need the powers/tools to be able to get them treated or institutionalized before they attack innocent, law-abiding citizens. IOW, gun control is not the answer.

The only way I can come up with to identify nut cases is mandatory mental evaluations from age 5 to death. That isn't at all feasible or constitutionally legal. Red flag laws aren't the answer either as there is too much chance of abuse by vindictive people who want to cause you a lot of trouble.

You are right. So much potential for abuse. What really needs to happen is not to figure out who has a dangerous mental illness, but how to prevent it in the first place. Why do we have so many dangerous crazy people? What's causing it and how do we prevent it?

To supplement that, we need more people who know how to avoid causing problems and poking the bear while at the same time being able to protect themselves if needed.
 
Mental health care is as much art as science IMO, so there's no guarantee all people with issues will be identified. Or if people will be falsely identified.

And who knows to what extent drug use led to what happened
