I’m looking for something pretty specific. I want a LED flashlight that uses lithium batteries in the $40 range. I don’t need tactical. I don’t care if it’s made of aluminum or ABS or some other space-age plastic. Weight is not an issue. Uber brightness is not important. Small is good but not a deal breaker. Long term storage and long run time are the criteria and I don’t want to spend a bunch of money. Is there such an animal?

Check out inova. I've got 3 of their lights and like them all really well.
The X5 fits your criteria and is good for a short range flood light with really long run times.
The T3 is a little more money than your talking but will easily spotlight stuff 50 yards away or more. Its brighter than a 4D cell maglight, and has regulated circuits so that you get consant output instead of gradually dimming as the batteries run down. About the size of the AA maglight.

I bought all of mine from newgraham.com

Hope you like it, I'm really happy with mine. Only trouble is they multiply
