The amount of Explosive involved Since it's basically Flash Powder, with different manufacturers adding their own little touches here and there for louder report/brighter flash, it's the weight of the material that takes it out of the Class "C" Fireworks level and into the DD area from what I was told.... Either way All i know is every Bang and Stingball has to be accounted for to ATF
