It's a small distinction...perhaps an important one. Military rounds actually are held to LOWER max. pressure than civialian .308's. Not that we know what the actual pressure of any ammo is, and it's obvious (from performance/velocity) that at lest some 308's are not loaded near max....but the fact remains that the pressure limits for NATO is lower than the limits for commerical hunting ammo.
Now...i can't vouch for military .308 from any non-nato country (for that matter, who knows what their standards and practices are for any ammo), but at least the stuff with the Nato stamp is going to be held within narrower (and loer) presure limits than commercal stuff.
Strength vs. safety. Doubt a '93 will start come apart any sooner than a '98, but that a '93 has less of safety factor (due to no safety lug and a few things dealing with esccaping gas).
Lets put it another way...if I remove the safety lug from a '98's, did the action really get weaker? It got less safe, and is MORE likely to puff gass into your face, or blow the bolt out, but it's not really definitively weaker.
