Looks like Philly is a darn good place to start a career as a criminal. It's safe enough now that even your middle school kids can steal enough for the whole family's crack habit. Good job Mr. Mayor!

Penn Warns Of Teen Groups Harassing, Robbing Students, Staff

The University of Pennsylvania Police Department issued a warning about an increase in groups of juveniles walking through the University City area harassing, assaulting or robbing residents as well as students and staff. There have been six incidents since July 3 in the Penn patrol zone, involving the juveniles, who police said have been reported to be mostly boys ranging in age from 9 to 13.

The incidents have occurred from 4:30 p.m. to 12:30 a.m. in the following locations: 33rd and Chestnut streets; the 3700 block of Locust Walk; and the 4000 and 4200 blocks of Locust Street. One similar incident was also reported in the vicinity of Drexel University, at 35th and Spring Garden streets.

Penn officials told NBC 10 that they believe different teens, not one roving group, have been involved with the incidents. At least two boys were arrested in connection with the incident on the 4200 block of Locust Street, university police reported.

Students and staff were being asked to report any suspicious activity or information regarding the incidents to the university police department by calling 511 from a campus phone, 215-573-3333 from off-campus or cell phones, or by picking up any blue light emergency phone.

When traveling in areas outside the Penn patrol zone, calls should be made to 911, university police advised. They, in conjunction with Philadelphia police, Penn Security Officers and University City District Safety Ambassadors have increased patrols in University City.
University police said both covert and overt police patrols are being used, including virtual video patrols in targeted areas.

The university of Pennsylvania campus is a play ground compared to Temple University's campus. Temple actually employs mobile guard towers. They are placed at intersections so the guards can observe down the length of both streets.

This has been going on for years. Nothing will change until the universities are hit in the wallet with declining attendance.

If the parents of students ever visited this area, they would snatch their kids and enroll them elsewhere.
 
Alot of good those unarmed, walking escorts do. We had them at my University and I don't see how they're any different than walking home with a friend. They're just students with a uniform and flashlight.
 
Penn has their own armed institutional police force.

Temple, too -- as slewfoot mentioned, there are those little campus security Tardises everywhere, but those are manned not by police, rather by contracted security guards.

Many of the police are on bikes, but there's a lot of car patrols (SUVs, too) -- gotta put 'em somewhere, since there are about 120 for the school!

So five to seven 11&12 year old kids come up to you and demand your wallet. Even if they were armed with knives and/or a bat it would be difficult to pull your gun on the little bastards and survive in front of a jury. :D

Often those 11-13 year olds are armed with a gun or two, a bat and a knife.

Full auto, or one of those bear sized cannisters of pepper spray is called for they are tough little buggers.
Since you have to be 21 to get a firearms license (a ccw permit which is shall issue) in PA most students couldn't legally carry concealed if they wanted.

Hahaha, oh man, the people I know at Penn have great things to say about campus safety. :evil: Just great.

Honestly, though, no feasible amount of police presence is going to make a slummy area totally safe. Believe me, I go to school in a bubble on the South Side of Chicago and still personally know people who have been stabbed, beaten down, and robbed at gunpoint. Ask Carol Mosely Braun how effective the city's police department and the school's enormous security force are.

The uniform has a special teflon coating to repel stains and bullets. The flashlight is used to blind the criminal or in case of emergancy flash an SOS.
It is often used to perform the latter than the former.
