Gun Laws in MA

I have been to the NRA site and read the summary there. Are these kept up to date? I am trying to advise a 17 year old in MA who wants to shoot trap. The way I read this he only needs his parents permission and he can obtain an MA FID. But I have someone else telling me he not only has to take a class but a parent has to take the same class with him blah blah.
 
In order to get an FID card in Ma. you must take a State Police Approved Safety Course. Any one 15 or older can take the course, under 18 all that is needed is parental approval, the parent does not have to take the course with the minor. After the course is taken the individual must apply to the Police Chief in the town where they live pay a fee of $100 and wait 4 to ,8 weeks for approval

(v) is at the time of the application less than 15 years of age;

(vi) is at the time of the application more than 15 but less than 18 years of age, unless the applicant submits with his application a certificate of his parent or guardian granting the applicant permission to apply for a card;

tell him to go ahead and take the Pistol Safety course. as he can use that certificate towards his LTC when he turns 21, and only has to take 1 dumb class. ( save the money and take a REAL course)
