Gun Laws in territories of the US?

Does anyone know what the gun laws are in say Puerto Rico or other US territories eg. could i bring my long guns and pistol there, if I have a NYS pistol permit?
 
For the USVI:

Concealed Permit:
May issue to Residents only.

A firearm may be lawfully had, possessed, borne, transported or carried in the Virgin Islands by the following persons, provided a license for such purpose has been issued by the Commissioner in accordance with the provisions of this chapter:
1. An officer or employee of the Government of the Virgin Islands in cases where such license, in the judgment of the Commissioner, should be issued to such officer or employee by reason of the duties of his position;
2. An agent, messenger or other employee of a common carrier, bank or business firm, whose duties require him to protect money, valuables or other property in the discharge of his duties; And provided, That the employer of such person shall have justified to the satisfaction of the Commissioner the need for the issuance of the license;
3. A person having a bona fide residence or place of business within the Virgin Islands, who established to the satisfaction of the Commissioner that he has good reason to fear death or great injury to his person or property, or who establishes any other proper reason for carrying a firearm, and the circumstances of the case, established by affidavit of the applicant and of at least two credible persons, demonstrate the need for such license;

4. A person licensed to and actively engaged in the business of manufacturing, repairing or dealing in firearms in the Virgin Islands, or the agents or representatives of any such person, having necessity to handle or use firearms in the usual or ordinary course of business;
5. With respect to a rifle or a shotgun a person possessing a valid and current Virgin Islands hunting license.has in his possession a firearm.

From what I hear, most of the territories are not very friendly to gun owners. Maybe not as bad as NYC for example, but probably not far off.
As for the permit. Your NYS pistol permit is a NYS document won't do you much good anywhere else.

I'd add to check or review any changes/updates in these locations before you go. ;)

"Bill 296 would change language for concealed firearms licensing from "may" to shall." That means concealed firearm licenses shall be issued to an applicant who meets the various specifications. Currently the Guam Police Department chief of police approves or denies an application for such a license and only those who have a good enough reason to own a concealed firearms license may be permitted."


I have not heard any updates to the story since I posted it here on THR on April 8 2014.

Since I lived on Guam for twenty years maybe I can help out. It's quite expensive to own and shoot guns here. There are very few gun stores (three that I can think of) and their price markup is horrendous. For example a new Glock 19 was $945. These stores think they can overcharge since most shooters don't know about buying guns online and having them sent to a FFL for transfer (costs $40-75 here for a transfer). Ammo is also very expensive and most serious shooters will handload, but then the price of components is also pretty steep ($30-50 per thousand for primers and $30-50 a pound for powder).

To own firearms you have to get a Firearms ID card. It costs about $40 for three years and a CCW costs triple that ($120 for three years). We are still a "may issue" location so most CCW applicants are turned down.

You have to register each and every gun you own which costs from $45-55 for each weapon. Some of our Stateside folks working for the military or civilian contractors are hit with huge fees as they try to register the firearms they have brought with them.

There is one civilian range in the middle of the island. It charges $15 for as long as you want to shoot. It has three bays and the longest distance is about 60 yards.

So while we have many avid shooters it is often an expensive hobby, more so than many states in the US. Good luck.
