Gun ownership in Chicao area

Hi,

I have a friend moving from Florida to Chicago (don't ask why) who currently has a carry permit. What is the process to own a gun and carry in Chicago.

Basically you need a FOID card to own firearms or ammunition. There is a separate license to carry. Out-of-state licenses are useless. Chicago area jurisdictions may have some restrictions on what can be owned (a couple suburbs have their own AWBs).
 
Actually, in Chicago is one thing (good luck, unless you are related to or politically connected to Rahm Emmanuel) .

Crook County (yes, I spelled it right) is exactly the same as Chicago.

The rest of Illinois is a gigantic question mark, and will be decided case by case over the next 2-20 years.
 
In IL everyone needs a FOID-- 10 bucks and a form/photo sent in good for 10 years. Details and forms on ISP website.

The new CCW requires a 16 hr course or proof of equal training. Cost is 150 bucks/ 3 years. Also see ISP website.

Chicago proper has an AWB in effect and bans mags of 10+ capacity. The gun registry is now defunct so 'common' non-AWB type guns are free and clear with a FOID. If carrying a Hi Cap Pistol in Chi w/ Hi cap Mag on an IL CCW you'd be spot-on OK as the State law included preemption. Cook Co. also has an AWB and bans 10+ cap mags also.

Understand that in practice I have never heard of anyone actually being prosecuted for the AWB or Hi Cap mag ban in Chi or suburban Cook. There are no gun store in Chicago (for now), but are some in suburban Cook that can't sell AWB listed weapons or hi cap mags.

All of this boils down to the fact that you MUST have a FOID and need to be mindful of the Chi and Cook, Co. laws. Outside of Cook you can buy most anything save for class III stuff (apart from SBR's and AOW's), some banned ammo: AP (except for m2 .30/06 and ss 109 5.56 as it is exempted), bolo, flachette and dragon's breath shotshell. Again, the ISP has this info.

In a nutshell, living in IL isn't nearly the nightmare for us gun nuts that many folks think it to be. The tide has been really turning our way in the last few years thanks to the hard work of legal teams and the NRA / ISRA and other folks.
 
The Cook County AWB ban only applies to un-incorporated Cook County,not Home Rule entities,like 99% of the towns,villages and cities in Crook County.

The Sheriffs Police does not enforce it,I personally only know of one case and that involved a gang-banger.You have to be a real dirt bag and do something really stupid to get the AWB used.
 
Depending upon where he worked, Indiana could be an option... one which I heartily encourage.

Even my mother finally got fed up and moved out of Apartheid Chicago to the suburbs. A few miles down the road and she would have been in Indiana... :rolleyes:
 
Be aware that there's an ordinance in the city of Chicago against laser sights. Depending on when he's moving here, have him check for updated ordinances or laws, as it seems that the powers that be in Chicago and Cook County seem to try whatever tactics they can get away with to make it difficult for gun owners, and new ordinances are not out of the question.
