Gun prices and ammo speculation

I have seen that ammo is hard to find and one gun store owner I spoke with said he can only find .38 in reload and that .380 is not anywhere to be found. He also said there is speculation of producing ammo with primers that will go inert after a given time to cut out storage.

Anyway, when and if these imported ammo bans take place and / or taxes on ammo go up...(500% some have speculated) would that not POP the gun price bubble? Wouldnt several people who are novice gun owners sell guns they do not have ammo for them? Wouldnt that be a great time to buy?
 
I first encountered the "short shelf life" primer rumors during the Clinton ban era primer shortage.

The economy is fubar, some things are abnormally high, others abnormally low.
