In the 23 years I've been in the biz, I can say I'm not aware of anybody routinely hand-picking test samples for reviews. And you can drop the "free gun" and "paid to write good reviews" BS typically quoted in the same paragraph, too.
I've had average guns, above average guns, and some real clunkers come through.

I've also cancelled articles & returned guns from several makers when the sample was simply not worth writing about.

And, why can't you expect the same performance from two guns of the same make & model?
Because they're manufactured goods, consisting of parts made, fabricated, or finished by several different people and processes.
That all involves variable tolerances, and variable quality in fit & finish.

No two can be counted on to perform exactly the same.
