Gunsmith school ?

Looks like some stuff that was made at TSJC during the mid to late seventies. Notice the lack of checkering, and the beat up screws from repeated fitting of the iron and finishing the stock. As if the student didn't have enough money to have fitting screws.

Sure not worth $3200 let alone more IMHO. I've seen nicer custom rifles built by well known 'smiths for less money at local gun shows. Prettier wood, nice checkering, better metal finish, the whole thing.
