Heller won on a 5-4 decision as we all know, declaring the 2nd an individual right.

However, I recall hearing that some of the dissenting opinions were of the nature of 'while the 2nd is an individual right, all rights are able to be bound by reasonable restrictions, and restrictions barring handguns is a reasonable restriction'

Of course that is bunk, but doesn't that kind of dissenting opinion mean that MORE than just 5 of the 9 say the 2nd is an individual right?

The dissenters agreed that the 2A right could be enforced by individuals, but they interpreted the 2A as only protecting the right to keep and bear arms for military purposes, not civilian purposes.

According to Stevens: "The right to keep and bear arms protects only a right to possess and use firearms in connection with service in a state-organized militia."
