However, I recall hearing that some of the dissenting opinions were of the nature of 'while the 2nd is an individual right, all rights are able to be bound by reasonable restrictions, and restrictions barring handguns is a reasonable restriction'
Of course that is bunk, but doesn't that kind of dissenting opinion mean that MORE than just 5 of the 9 say the 2nd is an individual right?
