The henry lever action youth 22 sounds great don't even think of a cricket he's 14 so he probably doesn't need a single shot the henry is high quaility and extremely fun and very accurate
 
Being an individual with Muscular Dystrophy age 21 i never competed in an athletic based team sport. I did however compete in high school in Quiz Bowl, several Automotive service competitions, practice martial arts (non-competitive, except against oneself), was a boy scout. I did a lot of things that didn't involve measuring myself against others for gratification.

I know i dint answer your question directly but i would seriously question why getting someone into a competitive environment where winning is pushed is such a good thing. It sounds like your boss wants a kid to show off.

As far as the topic is concerned i saw a Savage Mk II with scope for 325 at a local retailer new.
 
Reconsider an air rifle, 10-meter, target model. The Daisy 853 Avanti single stroke pneumatic would be my suggestion.

by the way, with a decent pellet trap and backstop, all of these are extremely quiet and can easily be shot indoors or in the back yard. Match grade pellets are about $12-15 bucks for 500 rounds. If you are serious about learning competitive shooting, air rifles and air pistols are the place to start.

Humm might be off topic here but I will throw this out. Has he looked into go kart racing at all? Small size light weight is an advantage in Karts and race cars.
 
CZ 452 scout ALL THE WAY!!!!!! Competition, hunting, plinking, it does it all. A TACK DRIVER and beautiful too. You can mount a scope (mine wears a 4x weaver shotgun scope), use the iron sights already on the rifle, or have a peep sight mounted! You have to spend A LOT of $ to find a rifle that shoots better than a CZ. Check out rimfirecentral.com.
Competition or not, I think your friend's son would love the scout. It's not your typical "youth/kids" rifle.
 
Don't underrate the CZ 513 (22 cal.)farmer shorter than 452 lux but same quality perfect for beginners.
