Help, SKS with canted sight!

I just bought a Russian SKS with a canted front sight, so much that I can't zero it at 50 yds! I have the windage of the front sight pushed all the way to the right, (and yes, I know to move it in the opposite direction you want impact to move), and although getting closer to zero than it was, is still about 2.5" off at 50 yds! Is there anything I can do to fix this problem, or is the rifle junk? Thanks-
 
And is your barrel threaded or pinned into the receiver?

It could be a loose barrel, if threaded type... or it could be typical Chinese machine work if it's a pinned barrel and the front sight was pinned in a canted angle.
