One thing to remember, everytime something like this happens it is usually witnessed by quite a number of people. And many of those same people will, when they've settled down, recall the fear and panic inside while they ran, took cover or hid wondering if the badguy(s) were going to score a hit on them. That awful feeling of helplessness. Most people never forget that.
If they did not actually witness someone(s) - just like them - were armed and put a stop to the object of their fear, word will get around, and if not later on the nightly news.
Some of these people will likely become converts. The rest, maybe if not converts in the context of wanting to carry themselves, might not want to be obstructive to people who do.
And all these people have family, friends, co-workers etc. Who in turn associate with others.
While a microcosm of the nation as a whole, this can spread in neighborhoods, towns and even small parts of cities.
All this coupled with honest (good) propaganda will I believe go towards an armed society. The rabidly [deleted] areas are not going to be so easily turned of course, and they will continue to have their extremely high violent crime rates.
