Hi Point 4595 Accuracy Problems

I'm helping a friend sight in his 4595 carbine. We've used cast bullet reloads and Remington full jacket ammo. We've used the open sights, a red dot sight, and even a 2.5 power scope. The best accuracy I can get is a group of about 12" at 50 yards. This is off a sandbag rest. Can someone give some ideas about what might be wrong?

By the way, I'm a pretty good shot. I can make a 3 shot group with a 45-70 handi rifle at 50 yards with open sights that is one ragged hole, so I don't think the problem with the 4595 carbine is the nut that holds the trigger.
 
At the risk of being accused of brand bashing, it might just be the gun. I shoot competitively, am capable of good groups and good scores (they are not the same) and have had a few guns over the years that just flat wouldn't shoot accurately. My Hi Point 9mm carbine was at best a 8" shooter at fifty yards...with a 4X scope. My 6" Security Six, my 686, and my Super Blackhawk will all halve that.
Try again with 185 or 200 grain SWC match ammo off a good rest and see what happens.
 
I feel your pain, I like my 4595 well enough...except in the accuracy department. FWIW I've never had good luck with Remington factory loads. Try something else. Call the factory, my contacts with them have been very pleasant.
 
Odd....the only Hipoints I've had experience with were the 9mm carbines, but they were actually surprisingly accurate, as in putting a magazine in a ragged hole at 40-50 yards accurate. Using that as a baseline, I can't help but feel there is something ACTUALLY wrong with your rifle other than it simply "being a Hi-Point."

Just a thought, but I'd check the rails to see if they're in any kind of bind. If any of the plastic is laying loosely or mounted in a bind causing flex in the material.
If nothing obvious, contact Hi-Point.
 
Thanks for the suggestions.

Couple things I've found so far.
First, the receiver cover that the sight rails attach to is held to the stock by two cross pins. There's enough looseness in the front pin to allow for .030" vertical slop. That alone would mean a 6" change of POI at 50 yards. I'll put some shims in between to get rid of the slop.
Second, I slugged the bore and found a .448 bore and .452 groove diameter. The Remington bullets are smaller than expected, about .449" diameter. So they may not be getting much spin from the rifling. I'm not getting any keyholing but the small bullets can't be good for accuracy. I've got some .454" cast bullets I'll try.
 
Try different ammo, or at least bullets, before assuming it's the gun. I've had issues with cast bullets before that were hitting all over the place. Changed to jacketed and my groups tightened dramatically.
 
I put in some shims and tried some of my cast bullet handloads. At 25 yards my group is a tight little cluster. I'm sure the shims didn't hurt but it's probably the choice of bullet that helped the most. I called Hi Point and it was recommended that I use PMC ammo for best results. I'll have to try some and see.
